How electrical licensing works in New Mexico

New Mexico’s Construction Industries Division (CID) issues journeyman certificates to individual workers and contractor licenses to businesses. Contractor licenses rely on separately certified qualifying parties. Holding a contractor license or qualifying-party certificate does not by itself replace the journeyman certification needed to perform or supervise the work.

This page covers nine electrical journeyman classifications, nine corresponding contractor classifications, qualifying-party certificates in those classifications, and the statutory temporary qualifying-party certificate. Choose by the work and authority you need; these are not steps in one mandatory worker-to-business progression.

Credential-specific requirements

Requirements differ by credential. Expand any credential for the work or business activity you plan to perform. Issued by New Mexico Regulation and Licensing Department — Construction Industries Division (CID) unless noted.

Starting work and choosing a classification

An apprentice may work under the direct supervision of a certified journeyman. The electrical classifications rule allows one journeyman to supervise two apprentices on commercial/industrial work, including commercial/industrial low-voltage special systems, or three on residential work. Apprenticeship admission requirements are set by the program sponsor; a program’s diploma or GED requirement is not presented here as a universal licensing requirement.

EE-98 and ER-1 cover different building-wiring scopes. EL-1 covers distribution and transmission systems over 5,000 volts. Signs, protection systems, low-voltage systems, telecommunications and water-well pumps have restricted specialty scopes. General building raceway installation is reserved to EE-98, with the rule’s residential-wiring and limited sign-circuit exceptions.

Qualifying parties and temporary certificates

A qualifying-party certificate belongs to an individual and supports the business license only in its certified classification. The business must have an appropriate qualifying party for each classification. A worker may need both qualifying-party and journeyman certification; neither the qualifying-party certificate nor its temporary form is independent authority to operate an unlicensed contracting business.

The temporary certificate is the narrow replacement provision in Section 60-13-16(D), not an entry-level license. Its fee, application destination and renewal terms are not established on this page; confirm those with CID before relying on it.

Reciprocity and classification exceptions

For applicants coming into New Mexico, CID’s electrical bureau identifies only EE-98J for journeyman reciprocity, from Alaska, Arkansas, Colorado, Idaho, Montana, Nebraska, Oklahoma, South Dakota, Texas and Wyoming. The current PSI packet requires the reciprocal license to have been held for at least one year in the state where the applicant tested and to be active and in good standing. Other qualifications and the application still apply. Utah is not on CID’s current list. These conditions concern an incoming New Mexico EE-98J certificate; they do not establish contractor reciprocity or permission for a New Mexico license holder to work in another state.

The journeyman rule linked by CID’s continuing-education page records an August 1, 2026 amendment. It lists ES-2 for the cathodic/lightning-protection journeyman, while PSI’s application uses ES-2J; this page uses the application code for that one credential. For ES-10J and ES-10RJ, the journeyman rule omits ER-1 from the permitted employer classifications, while the separate classifications rule includes ER-1. Confirm the permitted employer with CID; do not assume the broader list applies.

The contractor fee rule states annual/two-year amounts, while the current PSI application and renewal packets use three-year fees and terms. Section 60-13-18 permits a term determined by the division. The panels identify the current packet’s amounts rather than a universal fee. Late journeyman fees also differ between the statute and PSI’s renewal form, so no single late-fee amount is published here. Confirm charges with PSI before paying.

Permits and coverage

A statewide license does not eliminate permits and inspections. CID’s FAQ requires permits and inspections for wiring, and the statute preserves municipal inspection and permit-fee functions. Identify the authority for the actual job site. Local licensing and permit systems are not inventoried here; confirm local requirements for the job site.

Homeowner permit routes, statutory utility exemptions, non-electrical trades and inspector credentials are outside the credential inventory. They are not substitutes for a commercial electrical contractor license or a general beginner entry path.

Before you apply

Choose the classification that covers your intended work, then check its experience, examination and fee requirements below the credential name. For incoming EE-98J reciprocity, submit the journeyman application, a copy of the eligible reciprocal-state license and the $75 application fee to PSI. Confirm job-site permit and inspection requirements before starting work.

Use the official journeyman application, contractor application or qualifying-party application for your role. For renewal, use the journeyman form or contractor form. Use CID’s application guidance and the official license search to confirm the current process and credential status. Ask CID about the temporary certificate or any conflicting requirement before submitting an application. This page was re-verified against rld.nm.gov on October 1, 2026.
