Program Structure
Northwest Washington Electrical Industry JATC is a joint training program established by IBEW Local 191 and the Cascade Chapter of NECA. Its Inside Wireman apprenticeship combines 8,000 hours of paid on-the-job training with related classroom instruction. Residential Wireman and Limited Energy Technician are separate programs with different training requirements.
The program covers Chelan, Douglas, Grant, Island, Okanogan, San Juan, Skagit, Snohomish and Whatcom counties. West-side classes meet at 306 Anderson Road in Mount Vernon; east-side classes meet at 478 2nd St SE in East Wenatchee. The FAQ describes one classroom day each week for 24 weeks per year. A fixed completion time and total classroom-hour requirement are not confirmed here.
Requirements
Applicants must be at least 18, have a high school diploma, GED or qualifying associate degree or higher, and meet the algebra requirement. Accepted alternatives include qualifying college math placement or the specified Technical Math course with at least 75 percent. A valid driver's license and documentation of legal working status are required.
Applicants must live within the program's geographic area when applying and be able to reach assigned job sites throughout it. Selected Inside Wireman apprentices need a laptop running a supported version of Windows and internet access for learning outside the training center.
Application Process
Inside Wireman applications are closed except for the sponsor's specified exceptions. Do not open an application unless you qualify under the current exception instructions. The Limited Energy opening advertised on the same page (September 18 to October 18, 2026) is not an Inside Wireman recruitment window. Once started, an application must be completed with documents within 60 days. Contact [email protected] or 360-428-5080 to clarify eligibility before starting.
The sponsor's interview process places qualified applicants on an occupation-and-area ranking list. Offers are made in score order as industry needs arise. A place on the list is not an employment offer. Applicants offered apprenticeship must pass the required drug and alcohol screen, and Inside Wireman candidates must also pass a physical before registration.
What You Earn
The FAQ states that there is no tuition cost, and the JATC pays the required screening and physical. Books, tools and other possible expenses still need a complete current estimate. The 2026–2027 wage list, effective June 1, 2026 through May 31, 2027, starts inside wireman apprentices at $26.12 per hour for the first 1,000 hours, rising through eight steps toward the $65.30 journeyman rate, plus medical and pension benefits.
Washington L&I lists this exact Inside Wireman program and its service area, and hosts its program standards, registered with L&I's apprenticeship section and last amended January 16, 2025. State listing does not mean an applicant is already registered, employed or individually certified as an electrician.
