Program Structure
Wyoming Statewide Electrical JATC is a joint program of the Wyoming Chapter of NECA and IBEW Locals 322 and 415, whose jurisdictions cover the whole state. Apprentices complete four years of classroom-related instruction plus 8,000 hours of paid on-the-job training in residential, commercial and industrial work.
When you apply you choose the Casper or Cheyenne program area. Both use the classroom campus at 2080 N. Skyview Dr. in Casper, and apprentices are expected to travel anywhere in Wyoming for contractor jobs if necessary. Class is a day-school format: six weeks in Casper each academic year, with each class week running from 1:00 p.m. Monday to Friday afternoon and the next visit about five to seven weeks later.
Contractors do not pay apprentices for class weeks. The JATC provides free two-bedroom apartments for out-of-town apprentices, who bring their own food, bedding and toiletries.
Requirements
Applicants must be 18, have a high school diploma or GED (college graduation can replace high school), hold a valid driver's license, and show one credit of Algebra I or higher math with a passing grade, or complete the SkillsPrep online math course. GED scores do not count as proof of math.
Upload proof of age, a driving record dated within 30 days of submitting, your driver's license, math proof and official transcripts. Honorably discharged veterans with at least three years of active duty who apply within five years of discharge, and applicants with 2,000 documented hours of electrical construction, qualify for a direct interview; 4,000 documented hours qualify for direct entry.
Application Process
Request online application access through the official applicants page, then submit the application and documents through the portal within 30 days and pay the $30 non-refundable processing fee by card. An unfinished application must be started again after 30 days. The instructions were updated September 1, 2026; no dated recruitment window is published, and the JATC keeps ranked waiting lists for each program area.

What You Earn
Apprentices start at 55% of the journey-level wage, generally $37 to $40.91 an hour on the JATC's wages page (Teton-area applicants should ask about the Teton Agreement), and get raises for hours worked and curriculum completed. The JATC emailed us on October 16, 2026 that starting wages are $20.64 an hour in the Cheyenne area (effective April 1, 2026) and $20.63 in the Casper area (effective June 1, 2026). Employer-paid family medical coverage based on hours worked and pension plans are included.
Annual registration fees vary: $210 for first-year and $360 for fourth-year apprentices. The JATC says apprentices also pay for the Wyoming apprentice license, currently $20 a year, and supply a laptop, hand tools and work clothes. The JATC describes itself as a Department of Labor registered apprenticeship program. The JATC says completing the program meets the minimum qualifications to take the State of Wyoming journey-level licensing exam; it is not itself a license.
