Program Structure
The IBEW/NECA Local 313 Joint Apprenticeship Training Committee offers a five-year Inside Wireman apprenticeship for electrical construction. Apprentices complete 8,000 hours of workplace training and at least 900 hours of related study. The work area covers Delaware and Cecil County, Maryland. Instruction reinforces installation, maintenance and troubleshooting skills learned on commercial and industrial job sites.
Night school is primarily held at Delcastle High School and the Local 313 Training Center. The training office is at 814 W Basin Road in New Castle. Confirm the assigned classroom before travelling; the office address does not mean that every class meets there.
Requirements
Applicants must be at least 17 to apply and 18 when placed. The current application page says high school seniors may apply no earlier than one month before graduation. The instructions require a diploma, GED or qualifying associate degree, official transcripts, proof of age, and qualifying algebra coursework with a passing grade.
Bring government photo identification when applying. After application, the instructions allow thirty days to submit the required education and age documents. Candidates take a math and reading aptitude test; those meeting its qualifying score proceed to an interview and ranking. Selection is competitive rather than automatic.
Application Process
No applications are accepted in September 2026. The usual schedule is the first Wednesday of each month, unless an exception is posted, and applications are in person by appointment only. Read the linked two-page application instructions and follow their appointment-request procedure. A requested time is not an appointment until confirmed.
The application fee is $40, paid with cash or money order; electronic payment is not accepted. Call 302-322-5089 with questions. The process can take up to four months to reach the ranking list, and applications have a two-year term.
What You Earn
Selected applicants must pass a physical and drug screening and obtain an apprentice license before becoming available for contractor placement. Actual placement depends on available positions. A complete participant-cost total and dated hourly wage schedule are not quoted here; the application fee is not the full cost of training.
Delaware's June 2026 approved-program list identifies the IBEW training route using Local 313's address and website. That board approval does not guarantee employment or automatically issue an individual electrician license.
