Program Structure
The IBEW/NECA Local 313 Joint Apprenticeship Training Committee offers a five-year Inside Wireman apprenticeship for electrical construction. Apprentices complete 8,000 hours of workplace training and at least 900 hours of related study. The JATC's rules separately say the program is registered with the State of Delaware for a minimum of 180 hours of related instruction, without saying over what period. The work area covers Delaware and Cecil County, Maryland. Instruction reinforces installation, maintenance and troubleshooting skills learned on commercial and industrial job sites.
Night school is primarily held at Delcastle High School and the Local 313 Training Center. The training office is at 814 W Basin Road in New Castle.
Requirements
Applicants must be at least 17 to apply and 18 when placed. The current application page says high school seniors may apply no earlier than one month before graduation. The instructions require a diploma, GED or qualifying associate degree, official transcripts, proof of age, and qualifying algebra coursework with a passing grade.
Bring government photo identification when applying. After application, the instructions allow thirty days to submit the required education and age documents. Candidates take a three-hour math and reading-comprehension aptitude test; those meeting its qualifying score, which is not published, have an oral interview and are placed on a ranking list. Applicants who gain more training or work experience may ask for a re-interview a year after their first. Applicants with U.S. military, electrical or Job Corps experience may contact the office for special consideration. Selection is competitive rather than automatic.
Application Process
Applications are taken on the first Wednesday of each month unless an exception is posted; the page updated July 23, 2026 excluded September 2026 only. Applications are in person, not online, and by appointment only. Read the linked two-page application instructions and follow their appointment-request procedure. A requested time is not an appointment until confirmed.
The application fee is $40, paid with cash or money order; electronic payment is not accepted. Call 302-322-5089 or email [email protected] with questions. The process can take up to four months to reach the ranking list, and applications have a two-year term.
What You Earn
Selected applicants must pass a physical and drug screening and obtain an apprentice license before becoming available for contractor placement. Actual placement depends on available positions. Local 313's inside apprentice pay periods for June 1, 2026 through May 31, 2027 start at $20.40 an hour (40% of the $51.00 journeyman base rate), rising to $43.35 in period 10. A complete participant-cost total is not quoted here; the application fee is not the full cost of training.
The Delaware Board of Electrical Examiners' approved-program list, revised June 2026, includes the IBEW apprenticeship route at Local 313's address and website and marks it eligible for journeyperson licensure by certification. That board approval does not guarantee employment or automatically issue an individual electrician license.
